ACOTE requires a program director. Chairpersons are usually defined by and determined by individual Universities. Some are both director and chair of a single program, some like yourself are both for multiple programs. It would be difficult I think to have a uniform description of a chair. Yes!  I agree as well.  We have one department chair who is also the program director for both our entry-level masters and doctoral programs with 3 tracks (different formats or student types) in each program.  This may help us justify the need for a change 😊
